The more precise answer is: adjustments are made to bring property values in line with the current real estate market while maintaining a certified ratio of 100%. We make adjustments anytime our values fall below our ability to certify at 100%. The 10% tolerance level also applies to the upper end – 110%. When ratios rise above 110% we reduce property values. We did this in Rockport near the end of the recession in 2015.
